Stuck at "started" when flashing new file

I've had this issue before, and cannot recall what I did to correct it. My workaround was a windows 7 PC to do the flash, but the screen is dead on that one.

I have a windows 8.1 PC that has the correct version of proefi firmware installed on it, and have no problems doing anything BUT flashing a new file. WHat am I missing here? I've tried running as admin, etc. Even trying to do a compatibility check within windows did not help.
